Public services in Glasgow could be completely reformed under plans by the local council to improve efficiency. A £1bn umbrella organization will bring together about 6,000 staff from various agencies to develop shared services. The aim is to take a joint approach, instead of police officers, health and social workers tackling the same problem independently.

Council leaders hope the move will see significant sums of money being diverted to frontline services. They say the plans will save time and money, leading to better health care, more jobs, economic growth and safer communities. A board is to be established to oversee the plans, involving the council, Scottish Enterprise Glasgow, NHS Greater Glasgow, Strathclyde Police and Jobcentre Plus.

The Glasgow experiment will help establish whether an umbrella body can simplify and improve the efficiency of current partnership and co-ordination arrangements.

In related news, local authority directors have voiced opposition to the government's announcement that large-scale, shared-services projects between councils will become mandatory.
