According to ACS, there’s no lack of interest in transforming government these days. Leaders everywhere are demanding improved performance and more efficient operations. They understand that the Internet, wireless computing and other information technologies can provide powerful new ways to increase productivity, reduce costs, and automate services — in short, to transform how government carries out its duties and responsibilities.

Some transformations begin with a clear vision of better government. Others are triggered by crisis. The goal, however, is always the same: Deliver Results.

But despite great instincts and smart aspirations, many government leaders are frustrated with results that don’t match their expectations. Some transformation efforts fail. Many just disappoint.
So how can you make your transformation a success?

Every transformation requires careful attention to three key areas: operations, technology and policy. While everyone understands technology’s critical role, many often forget to address needed changes in policy and operations. In fact, transforming operations — the procedures, processes, and day-to-day activities that make government work — is the most important of the three elements. It’s also the missing ingredient in many disappointing transformation efforts. Much of the real work of transforming government is an on-the-ground operational challenge. So there’s no substitute for practical knowledge of what it takes to run government operations day-in and day-out. Ultimately, the most powerful transformations occur when government leaders bring together complementary transformations in operations, technology, and policy.
